Research Associates
was founded by its CEO/Executive Director, Saundra L. Shirley. For more
than 30 years Ms. Shirley has been a researcher and analyst of public policy,
law and legislation covering a variety of issue areas. She has written on
a variety of policy issues for federal and state legislatures, the private
sector, and various national and international forums. Ms. Shirley also
has served as a librarian/information professional for more than 20 years.
A commitment to and
passion for providing non-biased and non-partisan information, research and
analysis was nurtured by five years of conducting research and preparing
publications according to these operating principles for the Congressional
Research Service (CRS) of the Library of Congress. These operating
principles make up the foundation of Ms. Shirley's desire to establish a publicly
available policy research and analysis organization similar to the CRS.

information/technology, library development and maintenance, and other services.
